As Vice President of PEA, Kirby lends extensive technical expertise in the areas of resource procurement and planning to the team.
He has a unique and broad perspective on strategic issues, having served as a key advisor during California’s energy crisis, when he counseled the Department of Water Resources on matters regarding power contractor performance and financial settlements for nearly 50 state-wide power purchase agreements collectively valued at $35 billion. Kirby has also served as a lead technical consultant to California’s first 3 operational CCA/CCE programs: Marin Clean Energy, Sonoma Clean Power and Lancaster Choice Energy.
Kirby continues to provide an extensive range of technical support to operating and aspiring Community Choice programs throughout the state, focusing on areas of resource planning and procurement, program development and administration/regulatory compliance.
Working within the areas of resource procurement and planning for municipal utilities, resource management agencies, CCA/CCEs and JPAs throughout California, Kirby has managed requirements definition, procurement document development, proposal analysis, supplier selection and contract negotiation. He has also testified before the CPUC in PG&E’s General Rate Case, and regularly provides strategic advisory services for regulatory proceedings within California’s electric utility industry.
Prior to co-founding Pacific Energy Advisors, Kirby was founder/Principal consultant at Paradigm Energy Consulting.
