PEA advises public agencies, load serving entities, and energy consumers on large, multi-million dollar energy procurement programs.
PEA has successfully structured numerous new energy enterprises, with a particular emphasis on the delivery of clean/renewable power supply. Projects have ranged from the formation of the first municipal load aggregation program in California history, to negotiation of power purchase agreements, financial transactions, design of portfolio risk management programs, retail electric rate design and direct access program administration. With respect to PEA’s work with CCAs and publicly owned utilities, PEA and its principals have directly participated in successful contract negotiations for various energy products totaling more than $2.5 billion since 2010.
PEA also provides California and federal regulatory support services, which include analysis of various rate-related and long-term procurement planning proceedings, developing expert testimony, and meeting with agency Commissioners and staff to better inform how existing and future rules and regulations impact PEA’s energy clientele.
